Engaged citizens are the grassroots citizens who go beyond political hobbyism (the act of just reading the news and cheering for one's favorite political party) and the relatively simple acts of voting or making political contributions. They take advantage of the many opportunities that are available, especially at the local level, to actively participate in democratic governance. They serve on advisory committees, support and participate in public interest groups, testify at public hearings, and actively work within their communities to find solutions to common problems. These are the large numbers of people who take advantage of the kinds of opportunities crafted by the International Association Public Participation, the Environmental Protection Agency's public participation program, and the Federation for Innovation in Democracy's citizen assemblies.
