Karen Werner wrote this as a Master's student at the George Mason University School of Conflict Analysis and Resolution.  However, she has spent most of her working life as a journalist in Washington, D.C., and she also holds a law degree from the University of Virginia.  In addition, as a member of the U.S. National Guard, she served in Baghdad, Iraq, and in Germany where she became interested in European political and state-building issues.
