A task force advising an Obama administration deportation program said that the program had eroded public trust by leading to the detention of many immigrants who had not committed serious crimes. According to police officials, some communities have become reluctant to report crimes.

Wrangling within Kenya's coalition government is undermining its fight against corruption, a lobbying group warns. The head of Transparency International in Kenya, Job Ogonda, said the political dispute in Kenya's coalition government was sending out a very dangerous message. It was showing that the struggle for power was more important than the fight against corruption and this, he said, would have dire consequences in the next election.

Recently, the frequency of incidents involving self-immolation by Tibetans -- as a form of protest against Chinese rule -- has increased dramatically. The “Arab Spring” has galvanized freedom movements around the world and Tibet is no exception. Even as China has been clearly intensifying its crackdown on religion, Tibetans are ramping up their campaign to raise awareness and bring attention to their predicament.

Good Coffee, Bad Governance? The Legitimacy of FLO (Accompanying Photo)
One of the consequences of globalization is that some regulatory functions traditionally exercised by states are being carried out by non-state actors, such as transnational corporations or NGOs. This paper analyzes whether the decision-making and norm-setting power which FLO, a leading regulatory NGO, exercises through standard setting and Fairtrade certification is legitimate.

Amnesty International is urging Timor-Leste to close a legal loophole that is allowing war crimes and crimes against humanity committed during the 1975-1999 Indonesian occupation to go unpunished. Without a ban on such amnesties, the southeast Asian country is not fulfilling its obligations to the International Criminal Court.

The Ibrahim Index of African Governance is a comprehensive ranking of African countries according to governance quality. Funded and led by an African institution, the index aims to be Africa's leading assessment of governance that informs and empowers citizens to hold their governments and public institutions accountable. The Ibrahim Index uses indicators across four main pillars: Safety and Rule of Law; Participation and Human Rights; Sustainable Economic Opportunity; and Human Development as proxies for the quality of the processes and outcomes of governance.

Responses

To effectively curb government corruption, institutional reform and anti-corruption strategies need to be tailored to the particular circumstances of developing countries. Applying a broad set of anti-corruption and good governance programs can have a damaging effect by setting developing countries unattainable targets and creating demoralization and reform fatigue.

In its effort to rid its ranks of corruption, the anti-corruption branch of the Jamaica Constabulary Force (JCF) has barred 137 members from re-enlisting in the police force.

In recent years, many governments have worked to increase openness and transparency in their actions. Information and communication technologies (ICTs) are seen by many as a cost-effective and convenient means to promote openness and transparency and to reduce corruption. This paper explores the potential impacts of information and ICTs - especially e-government and social media - on cultural attitudes about transparency.
