Over the course of this five-year period, more than 20,000 civilians were displaced, hundreds were killed, the state was incapacitated, and the economy was crippled. Although active hostilities ceased in 2000, following the signing of a peace agreement in Australia, an atmosphere of lawlessness persisted until 2003. In July 2003 a regional assistance mission was deployed to help restore law and order. It involved over 2,000 military and police personnel from Australia, New Zealand, and five Pacific Island nations. The mission has made significant progress in disarmament of militants, the restoration of law and order, and the return of government functions.
