The Fiji Islands have witnessed a cycle of coups, armed insurrection, political unrest, and ethnic conflict since the military coups of 1987. While the country has not erupted into full-blown civil or ethnic war, the instability has caused considerable social and economic setbacks. Since 1987 a variety of civil society organizations have promoted efforts to rebuild the democratic processes and interethnic relations, with varying degrees of success. However, their more recent efforts have been hampered by the inability of the principal political parties to establish a broad-based multiparty government that reflects the ethnic diversity of society and that is consistent with the power-sharing provisions of the constitution. As a result, Fiji is still locked into a dangerous cycle of ethnic hostility and competition.
