Description	Over the past two decades, the Karamoja area in northeast Uganda has experienced a combination of calamities that has produced profound changes in the population, economy, and culture of its semi-pastoral societies. In addition to severe and recurrent drought, the large-scale introduction of modern firearms has resulted in large numbers of deaths, a redistribution of wealth, environmental degradation, decline of infrastructure, pervasive insecurity due to armed violence, and an erosion of the traditional forms of social control. Recently, political leaders in Karamoja have instituted a grass-roots security force known as vigilantes." These same leaders are trying to revive the power of the elders to control within their communities the use of firearms and to settle inter-community conflicts through traditional forms of discussion and negotiation." --African Studies Quarterly
