Introduction: Chester Crocker of Georgetown University discusses a model for implementing and monitoring peace agreements that was used during negotiations in Southern Africa. The model emphasizes the notion that parties to the conflict should take ownership over the enforcement of their own agreement.

One of the things we designed, intentionally, but it was sort of by learning on the job, was that as soon as there was a settlement there should be a joint commission set up amongst the signatory parties with the observer parties participating. That would meet every month for the duration of the agreement, and the agreement had about a 30-month calendar for implementation. I think that's something that has wide applicability in other cases. I think it should be systematically used so that the signing parties have a forum.
